Dr. Demento? Was he "Napoleon XIV"? It was recorded way back in the 1960's. The song was pulled from the radio because it made fun of crazy people.

I put this as my mother's ringtone...it was one of her favorite sayings when ever she heard sirens in the neighborhood when I was alittle kid. I let her listen to it and she laughed so hard it was priceless.
