So will cascade apps work on the playbook in its current OS build? Or will we need a new update (hopefully BB10)?

Yes..it would run with updated bb10 os for pb which is supposed to be released sometime after bb10 phone's release.

Is that for certain? It seems silly that they wouldn't release BB10 for the PB first, it should be easier (it lacks phone features) and it would create excitement and buzz for the new BB10 phones.

Yes it seems 'silly' until you realise the PB is a beta device/OS for BB10. So if you have a PB you are witnessing the development of BB10 with each update. I think this is what RIM have been saying for a while.

That would cool if it let me download the sdk but I keep getting "Error downloading due to export restrictions". Anyone experienced the same issue?
