The BlackBerry Torch 9800 has been available on the Orange network since October 1st but only through Phones 4 U. Today though, you can get it direct from Orange.

Plans start from £20/month on a 2-year contract while the device will cost £249.99. You'll get 100 mins, unlimited text plus 500MB mobile data. It does not look as if you'll be able to get the device for free, even on the top tariff of £75/month where you'll pay £49.99 for the device.
